New Carriage Regulations Have Been Signed

The Department for Transport has confirmed that the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2004 have been signed by their minister and will come into force on 10 May 2004.

The New Carriage Regulations consolidate the existing suite of Regulations governing the land carriage of dangerous goods and cross refer to the international RID and ADR agreements for detailed compliance requirements. They complete the implementation of the Transportable Pressure Equipment Directive.

Although the new Carriage Regulations will come into force without a formal general transitional provision, the Health and Safety Executive (HSE) policy officials are saying that they expect their enforcement colleagues to have a pragmatic attitude toward non-compliances with the new requirements introduced with the new regulations; but not with non-compliances on long standing requirements.
